"The problems inherent with the use of VHF in collision avoidance seem concentrated in the following areas: Confusion as to identification in multiple-vessel situations: One vessel initiates contact with a vessel it believes it holds visually, when in fact another is answering. This results in confusion on three bridges, not just one."
